大阪船場に生まれる。11歳より故 斎藤達也に師事。1977年に渡欧、パリ・エコールノルマル音楽院にてアルベルト・ポンセに、キジアナ音楽院にてオスカー・ギリアに師事した後、1981年パリ国際ギターコンクールでグランプリ優勝、さらに内外で輝かしい賞歴を重ねた。

以後35年、ソロ・リサイタル、主要オーケストラとの協演、超一流ソリストとの共演など、福田の国際的な演奏活動はとどまることを知らない。既に世界数十カ国の主要都市でリサイタルを行い、バロックや19世紀ギター音楽の再発見から現代作品まで、その幅広いレパートリーと、ボーダーレスな音楽への姿勢は世界の音楽ファンを魅了している。

近年の特筆すべき演奏活動として、キューバの巨匠レオ・ブローウェルから協奏曲「コンチェルト・ダ・レクイエム」を献呈され、2011年秋のブラジルのサンパウロ交響楽団との南米初演ツアーは大成功を収めた。

ディスコグラフィーは既に80タイトルを超え、2015年には荘村清志との初共演盤となる「DUO」(日本コロムビア）がリリース。最新作は2016年1月にリリースされた「日本のギター作品集 第2集」（NAXOS）および「ザ・ベスト・オブ・ギター」（マイスターミュージック）。

教育活動にも力を注ぎ、その門下から鈴木大介、村池佳織、大萩康司ら、ギター界の実力派スターたちを輩出。それに続く若手たちにも強い影響を与えている。現在は、世界各国の音楽大学でマスタークラスを持ち、上海音楽院（中国）、大阪音楽大学、広島エリザベト音楽大学、昭和音楽大学において客員教授を務めている。

平成19年度外務大臣表彰。さらに平成23年度芸術選奨・文部科学大臣賞をギタリストとして初めて受賞した。
